Congressional grants of citizenship are naturalization.
Naturalization is defined in 8 US Code 1101 as follows:
(23) The term "naturalization" means the conferring of nationality of a state upon a person after birth, by any means whatsoever.
Like it or not this is the law. Citizenship by birth is NOT naturalization.
