It depends on what the meaning of "is" is. I never handled any material marked "classified" either. I handled a lot of material marked "SECRET" or "TOP SECRET", sometimes with code words, but never anything marked 'classified'.
I also never told people to strip classification markings from sensitive material. In many cases, I determined the classification for my work. I always considered classification as I wrote, marking each document and even each paragraph properly before inserting the sensitive material. But I never marked anything "classified", just "CONFIDENTIAL", "SECRET", or "TOP SECRET".
Bill Clinton was a particularly charming and skilled liar. Hillary is an evil, power-hungry liar, and she's not even good at it.
Slick Willy had and still has lots of friends in high places. He has a charming personality and can lie with impunity. He lied to a grand jury and got away with it.
Hillary has no friends and has the personality of a angry porcupine. That will be a factor.
