SCOTUS ruled that filling out a Form 4473 is self-imcrimination for past felons and so it violates the Constitution's Fifth Amendment. As for kids getting guns — a 15-something gangbanger isn't a kid because he's a thug. Accidents with real kids and firearms DECREASES every year and has done so for a decade or more.
