Oh, Trump said the word ‘deal’. There was a certain give and take going on between the Congressional leadership and Reagan.

Trumps point is that Reagan was able to get O’Neill to ‘reach across the aisle’ to him instead of the other way around. That was a good thing.

Reagan did meet often with O’Neal and they did move forward on key pieces of certain pieces of legislation together. Both respected the other enough to deliver their share of the votes. The Dems reneged on their spending promises but Reagan and O’Neil did work together.
