Rather, it is a way of buying the potential troublemakers off before they cause YOU trouble, sort of protection money, because face it, many of the operations in New York City are of such nature that palms have to be greased, or opinions have to be won over, before some project may proceed. And if there seems to be a preponderance of Democrats on the payoff list, well, there are just a lot more Democrat officeholders in New York City than there are Republicans.
