Yes he was born in ‘70, then when he was 4, he and his folks moved back to the US. His folks were in Canada 8 years.

1966 parents move to Canada,
1970 Ted born,
1971 earliest possible year for teds dad to get Canadian citizenship,
1974 they move back to the US
