Military families have children overseas every day. Are we to exclude these children?

No. Military families may leave the country, but they're don't leave the jurisdiction of the US because they remain in service TO it.

They're exempted, just like the children of ambassadors and diplomats are.

You're right. But even more...

The children of military families and the diplomatic corps serving overseas are also not awarded dual citizenship at birth.

Regardless of one's feelings on the Cruz situation, the comparison with military/diplomatic families is nonsensical.
