While Cruz certainly has good intentions, without a larger coalition working with him in Congress, I'd expect the GOPe and the Democrats would hamper Cruz and could possibly override a presidential veto.
Ryan would have to go as would McConnell.

Phasing something out in 5 years is not the same thing as calling or it to be expanded.
The phase out is so it doesn’t crash the ethanol industry overnight. It is phasing it out in a responsible way and getting rid of it.
