The buoy is too far away from shore to be affected by high/low tide, so where did the four feet of ocean water disappear to?

Just making room for the effects of global warming.

I hadn’t noticed that part (said inches, not feet, BTW), but the tides affect every part of the ocean, not just near shore. Really idiotic journalist.
