The is some logic to it. At the time of the witch trials you had a District Court who heard the case and then hung you.

Because of the dubious stuff that went in Salem the Royal Governor Created the Superior Court that could hear appeals from the District Court.

Over the years the power of the District Courts was reduced so that they can only levy fines or give you 2.5 years on the County. You can request a Jury Trial.

In the Superior Court you can get the AX, all my jury duty has been on that level. My Lawyer pals recommend to their felons, do the 2.5 rather than 10 in the Big House.
