Who? How about the city fathers who have spent Flint into trash status and tried to get city water on the cheap w/out checking it for quality.
Flint began to have its problems at the very same time the democrats took over. That happened in the late 60s early 70s. The first democrat mayor of Flint went to prison for graft. Since then they have all gamed the system and made high-paying, no-work jobs for their pals.
Before that time Flint had all Republican leadership.
