After parsing the PDF let me say this, given the ramifications a decision would have on the eligibility of so many people, I think if rules at all, it will be to declare those born to a US Citizen (One or Both Parents) to be Natural Born. Politically, the question could be framed as your trying to make the children of service-members born abroad 2nd class citizens. How many politicians want to be on the that side?
