When comparing the language of the two acts (1790 - shall be considered as natural born) (1795 - shall be considered as citizens of the United States) with the language of the Constitutional clause itself - No person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution

A logical conclusion would be that these two acts were passed in order to create a time frame to denote the Constitutional 'adoption' window.
