Having the USS Cole away from fleet unable to fuel at sea from a USNS Oiler or a larger ship in company rather than a questionable port with little security came at a cost. Again those decisions come down from DC. DC knew Cole was at risk and failed to warn the Captain.

No it's JV is the Doofus in Chief and his appointed & Congress approved Secretaries of Incompetence. Been that way since LBJ again with the exception of the Reagan years. The officers and enlisted know in their military minds what needs to be done. Their civilian bosses lack a spine & refuse to allow our troops in all branches to do their jobs. They are far more concerned that Fags are happy at the cost of all services morale and that Butches get promotions to high ranks.
