Of course — she is setting up Jake Sullivan to blame, given all his meticulous expertise she relied upon. He should have imagined that H meant only the unclassified part, not matter what she wrote.
If H wanted only the unclassified data, why would she have Jake Sullivan strip off the headings (she sure did come up with that idea fast, huh). Wouldn’t it be much easier, and raise no (at least fewer) legal issues, for Sullivan to just type an email with the unclassified content? What she wanted wasn’t some giant document.
Next — The State Dept has said they can’t find any evidence of the email being sent, therefore of Sullivan’s email itself. That raises new red flags. Was Sullivan using a private email account too? Hillary supposedly turned over all her work-related emails — why wasn’t this included? This implies it was deleted either by Hillary, or her crack team on her responsibility. We all know those 30,000 deleted messages were things she wanted to hide.

In DOD they have to include the header even if it’s unclass. I suspect the state is the same way.
