So: insofar as "FBI stages a revolt", that's not just a kabuki dance role, they'll mean it.I agree with you; I think the FBI agents will be used by the bureaucrats above them, but they themselves are playing it straight.

The FBI agents will be used by the bureaucrats above them only insofar as the latter are not doing stupid things that get agents killed - like storing classified emails on unsecured unmonitored servers.
