Probably an impracticality. I have ethical problems with it, too.
However, Islamic terrorists and fighters cannot be negotiated with. This is very clear. They have earned this reputation.
They are not like the German or Japanese or Italian soldiers post WWII. Soldiers from those countries accepted surrender and reformed.
Muslim terrorist are driven by their faith and their desire to kill infidels will never end. NEVER.
