I think the "sealed" part references the Registration with the US Consulate for a Consulate Report of Birth Abroad.
My son could post his birth certificate also. It shows (if you can read German) that he was born in an Army hospital in Germany and his parents were American citizens. That makes him a German citizen.
What is required past that is the paperwork that had to be submitted to the State Dept. to register his birth with the US Government and to have him put on my passport. That made him an American citizen beyond all doubt.
Past that, he can provide the birth certificates of both of his parents, showing we were born in the US and if necessary, birth certificates of grandparents.
What makes any one think that a picture of a Canadian birth certificate is proof of citizenship? And where is any and all of the other documents?
