Can someone please explain to me how the president of the United States can shield individual doctors from civil suits arising from unauthorized HIPAA disclosures?
Or is this just make work for lawyers?

Because the only federal laws are controlled by people who report to the Prez.
Most states (47) have some data privacy laws but those are much weaker.
