I agree with others here, that charge seems unwarranted and somewhat uncharitable. It would seem foolhardy as well, if the man is running for office, because it would be sure to come out.
I would blame it on the person writing the article. Heck, the media calls a destroyer a battleship, can’t get the rank designations acronyms correct, and never have the first idea how to accurately describe what unit a man is serving with (especially the USMC, which seems to REALLY throw them for a loop)
I would cut the guy some slack.
