Are you really too young to remember how these functions were performed before Jimmy Carter (whose involvement in its founding explains why it performs so poor) established the education department?
The creation of the department caused the level of spending we see now, and most spending is on that bureaucracy.

I was a few months old when Carter left office, so yeah. But a Google search showed that there was a Department of Health, Education, and Welfare so I would assume that those functions fell under that.
