The provision would limit the amount of bullets a gun owner can buy to no more than twice the amount of the capacity of the weapon ever 90 days, which means someone who owns a six-shooter could only buy 12 bullets every three months, the Brooklyn Eagle reported.

How many rounds do they expect a police officer should use at the range in three months to stay proficient?

Their standards are not far off from the Barney Fife standard.

I guess they want all gun owners as un-Proficient as possible. That won’t be a problem for anyone/s

Based on the legendary poor marksmanship by the NYPD, I wouldn't be shocked if they average about 4 rounds per month.
