ç 212: Natural-born citizens are those born in the country of parents who are citizens ââ¬â it is necessary that they be born of a father who is a citizen. If a person is born there of a foreigner, it will be only the place of his birth, and not his country. Wouldn't this rule out Ted Cruz as well, then? Not only was he not born in the United States (Canada, instead), but also his father, Rafael, was not a US citizen until Ted was something like 4 years old.

Yes it would rule out Cruz. And Cruz’s father did not become a naturalized citizen until 2005 when Ted was in his thirties and deciding to become a president.

Congress later changed the law to not exclude One’s Mother being able to enable NBC.
Have not heard of some Congressional change may also affect Rubbeio’ NBC. Regardless, I oppose him for many other reasons.
