So an American by birth single mother travels to another country and gives birth in another country.

This mother has no allegiance to any other country.

Who would this child that is born be a citizen of.

The Child Is the citizen of the Mothers country.

But if an American Mother is married to a Non American father, the child’s citizenship is determined by the father?

I’m just going by Vattel’s defintion - that the article was discussing.

Regardless, I’m thinking the “not born in the USA” thing is equally as deal-breaking for Cruz.

If nothing else, it calls for consistency. Conservatives can’t spend the last 7 years saying Obama isn’t an NBC (which I agree with), and then turn around and ignore the fact that Ted Cruz is in the exact same situation (one parent not a citizen, born outside the USA).
