After the first ballot, all delegates may vote as they wish. Candidates cannot pledge their delegates to another candidate. I think they are talking about before any delegates are awarded. I doubt that any of the <2% crowd will win any delegates but they can drop out and encourage their supporters to vote for whomever.

This year, I doubt that delegates can be “pledged’ by candidates. Once released, I think it will be like herding cars.
