Well, I'm sure he gave them a choice. Option 1 was to have it on line by the end of the year. Option 2 was to work on another project in northern Siberia.
The positive about this is Putin responds constructively, building infrastructure, and Russia becomes more self sufficient solving their problems by building things in Russia.
