That's a non-starter. The government has no duty to protect anybody. See myriad 911 calls for help, with no help arriving. Deceased's estate sues for damages due to non-responsive police. Result? Case is thrown out.
Estate of Sinthasomphone vs City of Milwaukee (1992), cops gave a beaten boy "back" to Jeffrey Dahmer. No liability.
