That's a non-starter. The government has no duty to protect anybody. See myriad 911 calls for help, with no help arriving. Deceased's estate sues for damages due to non-responsive police. Result? Case is thrown out.

The female I think was shot in the car, then laid out by the police on the street just outside the SUV. The male I think was shot and killed across the street, then later brought just outside the SUV near the female. He might have attempted to run. Don't really know, As long as they're both dead, I'm satisfied.

I heard this with my own ears. We were following the scanner on the live thread. Someone was transcribing the scanner on the live thread as well.
That's one idea, the other is that there was an informant in on the op and it went to execution before they could blow the whistle. (oops, kinda like the WTC bombing).
Beyond that, things get a little kookier, not that any possibilities can necessarily be eliminated with the crowd in the rainbow hut.
