Congress can prohibit individuals from entering the country from another country. Congress doesn’t have to screen for religion, it can just order that all immigration from a list of countries be shut down.
Considering there will likely be some people we DO want to allow from those countries, wording exemptions could be ... interesting.
My point here is working thru the objective Constitutional issues, not just a flailing “send ‘em back!” or some such sentiment.
