I think Obama’s speech was because much more will be coming out. He’s afraid of the backlash.

I also think that Obama and Loretta Lynch's behavior trying to cover up the ISIS involvement, the threats to prosecute anyone speaking out against ISIS and it's Jihadi, and last, but probably the most significantly, Lynch's obvious coercion and attempts to control and and baby sit a sitting FBI director to keep him from telling the truth rinsed of the Obama propaganda talking points was an over reach that was a bridge too far.
I think some very high level people had a conversation with Obama and Lynch and gave them an ultimatum
