I agree with you, but why do you think so? I cannot put a reason to my belief.
OFail has to contend with the 2nd amendment. Its a pesky thing when you are a commie out to destroy America. He cannot do certain things with Executive Orders and his legal advisors have told him long ago after Sandy Hook that he is not able to do gun control on his own. So he just keeps doing what he does best, agitating.
