Disabled for the most part. Could be elderly in the population. The Regional Center system is an agency for intake and eligibility to determine if a person gualifies for services. The services include housing, medical care, employment opportunities. For example a care home must get vendored to receive monies for the care of residents who reside in their home. Each RC client has a social worker to assist eligible clients and their families. The clients progress is monitored by their social worker. Some of the SW are very good at what they do. Some are worthless and stupid. A former career had me involved with this very center.
