Where I am from, calling someone a hoot suggests a person that is laughable and never to be taken seriously.
I suppose since I grew up hearing all the Southern colloquial expressions that Herman Cain uses, his way of speaking is just normal to me and I don't understand how anyone could think he is a hoot. Please forgive my sensitivity.
