The other is on the Moskva, offshore.

You are correct, Russian warships (and aircraft) can operate inside the 12 mile limit legally by treaty with Syria. All other nations commit an act of war, if they send an asset or munition into that Syrian territory, and are unprotected from a military response.
Russian warships deployed to this area likely mount the P-800 Yakhont, another high end Mach 2.5 weapons system designed to destroy capital assets.
