Who let them in? Assad. Nobody else is there on any legal basis, including us. Turkey flies air raids into Syria daily.
In any case, the Turks knew whoever it was, it was someone bombing jihadis. That’s the only thing anyone is doing in the air there.

The Russians are the only ones operating in Syria "legally," invited in by the legitimate government of that country. Everybody else there, including the U.S., is waging an illegal, undeclared war.
Russia would be well in its rights to move its S-300 batteries up to the Turkish borders and start shooting at the Turks now, and U.S. planes as well, in self-defense, since NATO has officially fired first.
