The backing of the UN Security Council would be preferable for any British military action against Islamic State (Isis) militants in Syria, but is not vital, David Cameron said on Wednesday (18 November). Cameron has said he will present a plan to parliament, including extending air strikes to Syria.
Russia is also launching air strikes against IS, but the US and its allies say many moderate opposition targets have been hit, believing Moscow is seeking to prop up Syrian President Bashar al-Assad.
"Russia has different aims to us and they have repeatedly threatened to veto any such resolution," Cameron told parliament when asked if he would wait for a UN resolution before taking action.

I doubt the validity of opinions about war by anyone who dubs anything about war as being “legal” or “illegal”. War is the absence of law. War is the to-the-death enforcement of one’s law upon a to-the-death dissenter. War is the denial of the sovereignty of another. Insofar as there is a “law of war”, that is the mutual agreement that hostilities will be restrained so long as the opposition likewise restrains - which may be construed as not being war after all, as real war is an existential concern where any and all means are taken to save oneself from oblivion in the process; if you’re consenting to “laws” in war, you’re not taking the conflict seriously.

Just don’t call it “war” then. That seems to be the trend lately (Libya, Egypt, Yemen, Tunisia, etc. etc.).
Hint: aerial bombardment is “war”; whether or not there are “boots on the ground”.
UN, NATO, EU...just keep asking until someone says it’s OK. Eventually you will.
