I’d recommend the officers use precaution when approaching the shooters. I’d be okay with “no prisoners”.
The trail can be followed if the terrorists are dead or alive (identity, papers/computers left behind, etc). Lawyers and leftist organizations would run interference in questioning them if apprehended alive.
