Yes, he is lauding Merkel for her open borders and welcoming stance. He is saying equating refugees with terrorism is immoral and he is saying that screening refugees for Christians vs Muslims is immoral. He is going on a length that we should all welcome the refugees as a moral imperative. He is trying to spread the metastasizing cancer of Islam over the whole planet as fast as possible.
