It was my impression trump wanted talented individuals to come to this country, and also stated if somebody who attends college here from out of country wants to stay that is OK.
As well, isn’t that what H1B is about, allowing “educated” immigrants with a Bachelors or better?
I personally am not for allowing any talented individuals to immigrate, nor do I feel as Trump formerly stated that someone who attends college here and would like to stay should be allowed to stay. I think a moratorium on all immigration would be just fine.

Trump was only talking about top students from good schools staying here after they graduate from college. He thinks it is silly for top students to learn from us and then take their talents back to their country only to help their home country compete with us. He was talking about engineers, doctors, scientists, mba's etc.
He also wants to raise the prevailing wage for H1B's so companies won't profit from them.
He has said many times that citizens come first.
