All of the above on your list....but the transformers are at most risk since the big ones are 1) Made when required and not ahead of time...and 2) They are made in China.
Here's the deal...I was in a meeting in 2010 (military planning and discussion) where we had the White House science adviser (WHSA) come speak to us. She was rather blunt as too how ignorant the president was regarding solar weather and its impacts. She basically said he was an idiot...but in that washingtonian double speak way
She told us that what was really holding us back in regards to dealing with a Carrington-type event was the power companies. They understood the dangers and the risks to the grid...and also understood the ramifications for doing nothing...but they did not want to expend the $ to fix it. They wanted the government to fork over the cash so they could make the necessary preps for a "just in case" scenario.
Most people have NO CLUE as to what would happen if we had a Carrington-like event...or one that was greater. The general in charge of the conference (who's job it was at the time to brain-storm worse case scenarios) said...and this is a quote: "An event like this is the only thing I've looked at that keeps me up at night."
That got my attention. When the WHSA said most people don't have a clue, I spoke up and said I did. She kinda looked at me with a condescending glare...then I said "I've read One Second After by Forstchen". She smiled and said "then you do understand it..."
Bottom line: I know for a fact Obama was briefed on this in Feb of 2010 (this isn't speculation...its a fact). The question I have is "why now?" Why is he choosing to do something now rather than addressing it 5 years ago?
Makes me wonder what he's up to since I don't trust him.
