Have you seen Idiocracy? Then you know how it turns out, as a comedy. As a tragedy it will be far worse.
Corporal punishment up through elementary school, a mix of corporal punishment, suspension, and expulsion in middle school, and then long-term suspension or expulsion for high school. Maybe detention for tardies.. A lot of the ‘restorative justice’ or ISS type measures are a waste of time.
Done “right”, talking circles are more torturous, than many things the International Criminal Court goes after.
That would actually be cruel to the zoo animals....

The school district where I live has a program for kids that are too disruptive to be in regular school. They sit in a special class where they are allowed to do whatever they want and say whatever they want.
Sounds to me like giving a bottle of Mad Dog to an alcoholic.
