To the true and dedicated Muslim terrorist this is not a deterrence. Their families are meaningless to them, they have several anyway, and are expendable as evidenced by the number of times we have seen them blow up their own children to demonstrate bomb effectiveness. These are seventh century murdering maniacs that believe in a prophet that duped them from the start.
