I predict that many, many millions of young people will not only NOT bother to enroll in ObamaCare, they will also NOT pay the “tax” penalty. They simply will not do it. There reasoning will be that no was is going to put them in jail for refusing to pay the penalty, so they won’t. They have nothing to lose by simply ignoring ObamaCare altogether. And they will structure there income withholding so the IRS cannot take anything from them.
