Gotta correct you here a bit.It must be understood that it's the *Rat Party*,not the "US Congress" that's responsible.One must remember that 1) not a single Republican Senator (not even Snowe or Collins) voted for this piece of filth and 2) if Scott Brown of Massachusetts had been seated in a timely fashion to replace that Rat Party clown temporarily appointed by Governor Deval "Coupe Deval" Patrick *he* would have been the 41st vote against...meaning no passage.

The Rat Party is entirely responsible for violating the clear will of the people.
