I attended the Naval Academy, three of my children attended/attend service academies (one Naval Academy, two Air Force Academy). I can see how a person who is unfamiliar with the academy nomination/appointment process might misconstrue an offer/endorsement from a general or other connected persons as a “scholarship”. Since Carson did not pursue/investigate an appointment to West Point, his ignorance would be understandable.
