I believe that Westmoreland mentioned to Ben Carson that he could get in to West Point. Many people would consider this an offer of a scholarship.
I had the same offer. In actuality, it was an offer to arrange an appointment which at that time had to come from a Congressman.
I find this entire episode to be detestable and I am not even a Carson supporter. I’d love to see the next debate: first question and all the candidates toss the media a finger and interview each other.
That isn’t even close to an offer of “scholarship”*.
Did Carson complete the required application? Get a Congressman/Senator’s approval?
If not, than no such thing as “turn down”....
*There is no such thing as “scholarships” to service academies...

When you are a bright but poor black 17 yr old and
you want to attend college the word “scholarship” may
be an important part of your lexicon. That the
funding of that education does not accurately fit
the true definition of a scholarship can easily be
lost on the youth, let alone his friends and
family. Further, as you grow older you may never
understand the distinction between a scholarship
and a free military academy education if you
chose not to take advantage of that military
academy opportunity and instead chose a path
which brought you success, fame, and fortune.
