He was talking about eminent domain more generally, yes? No?
Well, to be fair and balanced, kelo was about eminent domain powers of government at it’s core, and Trump is in favor, in fact has applauded eminent domain.
But this and many other spitwads do not seem to stick to the Donald.
I think he spoke of Kelo directly in answer to a question and approved of it.

He spoke mainly about using eminent domain for building necessary infrastructure, but he also defended using it to benefit big business. We little people are just too stupid to understand how necessary it is.
You did miss something - he is an outspoken supporter of the outrageous Kelo decision, and his comments on eminent domain are in keeping with that ruling. Eminent domain is supposed to be to acquire property for public use, but Trump supports taking it from a poorer owner to a wealthier one by force.
