LankaWed is out of Sri Lanka. The bread crumb trails I'm reading suggest to me that someone there may have mis-attributed the photo, or possibly used it in speaking of refugee crises in general, and then things have digressed from there? I dunno, I admit I'm guessing, since I couldn't find a story in sidebars that could lead to the photo being posted from there (lankaweb.com)
The ship is real enough, though. It is the VLORA. The refugees are Albanians. The incident occurred in 1991, according to the written info at this two minute youtube video;
