Austria has said it is planning to construct a fence at the main border crossing used by migrants entering the country from Slovenia.
Austrian Chancellor Werner Faymann said the move would not shut the border, but would allow better control of arrivals.
It came as Germany said it expected the number of deportations of failed asylum seekers to rise.
Meanwhile, at least three migrants drowned and 242 were saved when a boat sank off the Greek island of Lesbos. "We do not have a picture of how many people may be missing yet," a Greek coastguard spokeswoman said.
Earlier, three migrant boats were reported to have have capsized between Turkey and the Greek islands amid worsening weather in the area.
BBC Europe correspondent Damian Grammaticas says Austria and Germany, the two countries at the heart of Europe's refugee crisis, seem to be toughening their tone.
They appear to be trying to deter refugees from setting out on their journeys and to head off political critics at home, he adds.
The UN estimates more than 700,000 migrants have crossed to Europe by boat so far this year - mainly from war-ravaged Syria. The approach of winter has so far done little to slow the flow.

As people have been predicting, this is going to get ugly and violent.
It has to. The Muslims won't relent and assimilate. They will just become more demanding and aggressive. They consider themselves "owed" by the Kafir.

Tiny German village of Gross Weeden, population 60, near Lübeck in the state of Schleswig-Holstein to get 1500 “refugees” dumped in the village.
The strange habitats shown in the picture are called “container housing”....as the village is so small, population 60....yes there’s NOWHERE to house 1500 “refugees” hence the ugly container housing.

Here the District Administrator for the area, Christoph Mager says in the below interview, that he wasn’t even informed that these 1500 of the Muslim horde were getting dumped there.
Mager says ““I have serious doubts that the placement of 1,500 refugees and asylum seekers in Gross Weeden with its 60 inhabitants, is sensible.
We are not responsible for the accommodation of refugees. I wonder why they have not looked around to find more suitable areas. I’m not surprised at anything any more now,†he said.
Mager is a CDU member, you know that party the Traitor Merkel is finding herself increasingly isolated in.
Soon the SHTF it’s not going to be pretty.
