He probably doesn’t care a whit what is in the Defense bill. The veto is to keep any part of government from being funded when the showdown over the debt limit comes up.
If the House holds firm and does not cave in to what the Sultan wants the conservatives will redeem themselves somewhat to the voters. It is worth the immediate harm to the military to get DC turned around to be able to stop the ongoing destruction of the military. Caving, to keep the military funded simply gives the Sultan more power and he will use that power to continue to shred the military. On net this will not harm the military even though the immediate effects and their showcasing will look as if it does.
